Empowering parents to choose the schools their kids attend is an idea whose time has come – and America’s best home for achieving meaningful school reform. The school-choice movement’s growing momentum has even caused opponents such as the teacher unions and civil-liberties groups to resort to a legal stratagem using a state constitutional provision spawned by religious prejudice many years ago.
